Singapore Unveils New AI Data Guidelines for Transparency

On March 1, Singapore released new guidelines on the use of personal data by AI systems to enhance transparency and fairness. These guidelines, governed by the Personal Data Protection Act (PDPA), outline the need for consent and clear notifications when using personal data for AI-driven recommendations and decisions.

Singapore has released new advisory guidelines on the use of personal data by artificial intelligence (AI) systems for recommendations and decisions. These guidelines, following a period of consultation, emphasize that the Personal Data Protection Act (PDPA) governs the collection and use of personal data in AI systems. Consent will be required for collecting and using personal data for recommendations, predictions, or decisions, except where deemed consent or specific exceptions like the Legitimate Interests Exception under Section 13 of the PDPA apply.

To ensure clarity and transparency, organizations must include key points in their notifications when collecting and processing personal data, such as:

  • The specific function within their product that requires personal data (e.g., recommending movies).

  • An overview of the types of personal data collected and processed (e.g., movie viewing habits).

  • A clarification of how processed data is relevant to the product’s functionality (e.g., using viewing histories to suggest movies).

  • Identification of specific data characteristics that significantly affect product functionality (e.g., whether a movie was watched entirely or repeatedly).

Organizations using AI systems are urged to maintain transparency by detailing their practices and safeguards in written policies to ensure fairness and reasonableness. Additional resources like the Model AI Governance Framework and AI Verify are recommended to facilitate adherence to these guidelines.
