EU Advances AI Regulation with New Act and Strategic Plans

On February 2, 2024, the EU signed the AI Act, with a phased implementation set to start soon. The European Commission also unveiled its AI strategy, focusing on safety and trustworthiness, while the Court of Justice of the EU detailed its AI goals for judicial efficiency and transparency. Additionally, a provisional agreement on AI use in the workplace aims to improve conditions for platform workers.

Europe AI Regulation Update

EU AI Act Signed and Consolidated Text Published

On February 2, 2024, the Belgian Presidency of the EU announced that the Committee of Permanent Representatives has signed the EU AI Act. The European Parliament Committee on Internal Market and Consumer Protection (IMCO) also published the consolidated text. The AI Act, now in its final form, will be reviewed by MEPs in April. Once adopted, its provisions will be phased in over two years, with some taking effect as early as six months after adoption.

European Commission's Vision for AI

On January 24, 2024, the European Commission (EC) confirmed its strategic approach to AI. The EC aims to foster lawful, safe, and trustworthy AI systems. Internally, the EC will develop operational guidelines, assess AI systems in use, avoid AI incompatible with European values, and establish organizational structures to meet AI obligations.

ECJ's AI Strategy

The Court of Justice of the EU (ECJ) published its AI Strategy on January 19, 2024. The report details the ECJ's goals to improve administrative and judicial efficiency, enhance decision quality, and increase transparency and access to justice. The ECJ plans to adopt a governance structure for AI tools, create a resource mobility mechanism, upskill staff, implement a change-management program, and design a secure IT architecture with data protection and ethics by design.

Provisional Agreement on AI Use in the Workplace

On December 13, 2023, the European Parliament and the Council of the European Union reached a provisional agreement on a directive to improve working conditions for platform workers. This directive, proposed by the European Commission, aims to establish EU-wide rules on the use of algorithmic systems and AI in the workplace.
